Plans are driven from the admin-configured packages. To show Photography, Book Sales, program subscriptions, and bundle tiers on this page:

Log in as a superuser and go to Admin → Module Packages.
Open the Store settings tab and click Load preset pricing to create Starter / Pro / Enterprise plans.
Or create packages manually in the Photography, Books, and Bundle tabs and ensure they are Active.

If you have already loaded the preset, ensure your app and admin use the same database (same DB_NAME in config).
